The client was deploying significant capital into a Pima County site and needed to navigate county government — utility agreements, permitting, community relations, and the broader political environment around a project of this scale. They had no pre-existing Pima County relationships and faced a compressed timeline driven by capital commitments. The project also surfaced documented enforcement inconsistencies between city and county jurisdictions that required strategic communications and government affairs response.
